JPEG is the most widely used photo format. Its lossy compression keeps files small, but every save at lower quality discards some detail, and it has no transparency.

Convert JPG files to PDF on Windows 10 and 11: free, offline and in batches. Drag the files onto PDF in Filee's format donut and the PDF files appear next to the originals.
In File Explorer or on the desktop, select one JPG file or as many as you like.
Hold Ctrl (or the key you set in Filee) and drag the files. A donut of formats opens at the cursor. Prefer menus? Right-click and choose Convert with Filee.
Release the files over PDF. A progress ring counts up, and each PDF file is saved next to its original.
Scanned pages, receipts and photos of documents often have to be sent as one PDF. Drop the images on the merge preset to get a single PDF, or on PDF to get one PDF per image. By default each page takes the size of its image.

PDF document
PDF is the standard for sharing documents that must look the same everywhere: fonts, layout and images are fixed and it opens on any device. That also makes PDFs hard to edit.
